Really not much to these things. Get some MDF, cut it to size and bevel the edges. Drill holes for threaded rod and paint (truck bed liner and primer can get expensive on a rack this size). Get the threaded rod and cut to appropriate lengths. Mount some castors to the bottom shelf. Assemble with bolts and washers. Done.
